Q:	Who is not a State Employee?
A:	A person who is not a State employee is a temp, contractor, consultant or vendor of the State or Arizona.
A:	Employees of State Universities such as ASU, U of A, and NAU usually do not have EINs predefined in STARS by HRIS.
